"The Deciding Vote"[]
Astoria, Cockroach (in his Sergent Preston persona), and Cerebus head out to see what is up with the missing vote. Astoria and the Roach get locked in a shed with some "white lightning" and commence to drinking themselves into a stupor while Cerebus goes snowshoeing with the resident farmer, Lord Storm'send.
Lord Storm'send chose not to send all five of his votes since only four people in his area were "stupid enough" to vote. He was hoping no one would notice the missing vote. According to him it was, "the good Father's natural justice at work, paying me back for aiding and abetting polyticians in the commission of an election."
Lord Storm'send and Cerebus walk through the snow (snowshoes going "wuffa wuffa wuffa") to a hilltop where Lord Storm'send lights one of two signal torches indicating his vote. The old farmer refuses to tell Cerebus which candidate he voted for.
Forced to stay in a hotel due to the collapse of the local bridge, Cerebus gets some good news from the hotel owner: Cerebus is the new Prime Minister.

- This issue is "sideways" from the standard comicbook layout in that the pages are rotated 90° from the standard.
- Considering his professed distaste for politics, Lord Storm'send seems suspiciously well-informed about the events regarding the albatross statue.
- Lord Storm'send cousin, Elmo, is sent out with the message of who gets the deciding vote.
- On page 19 the guest sign in book for the hotel lists a Richard Pini, a last name of Jack right above F. Kennedy, and John Balge who lives on Admiral Rd in Palnu. John was the first person who paid Sim for his work, and used it in his fanzine, CANAR.
